the labour party are pretending that there is no intention of introducing any compulsion when it comes to carrying these cards, except for airport and other workers who work in security sensitive jobs - and students will be encouraged to take up "voluntary" schemes. in other words, students will need id cards if they want to borrow any money during their years at university.
labour mp mark fisher admits that this is "just simply shuffling forward. it's trying to introduce the scheme not by the back door but by some shuffling tiny incremental steps."
and as conservative mp david davis points out, the national identity register (nir) is not being scrapped anyway.
